The author absolutely marvels at Monte Carlo's sight and setting and so calls his days there as "faultless". He mentions the lively weather and scenery as well as the business that is found there. The author also mentions how most of the city's entertainment destinations are mostly restricted to foreign visitors, which gives insight to the kind of place Monte Carlo is as well as its purpose. The fact that he was mesmerized and captivated by Monte Carlo's city system shows that he underestimated it and that he also noticed how different it was in terms of its charming yet wild atmosphere.
